The EMERGE Green Africa project is announcing the EMERGE Policy Labs, bringing together policymakers, researchers, energy experts, innovation actors, and stakeholders from Africa and Europe to discuss clean energy transition pathways tailored to local realities in Mali, Mozambique, and Morocco.

Designed as interactive dialogue spaces, the EMERGE Policy Labs aim to connect technical knowledge with policymaking processes and support the development of practical and inclusive recommendations for sustainable energy transition. The events will focus on key topics such as regulation and governance, investment and market incentives, energy access, decentralised energy systems, and stakeholder participation. The Policy Labs will also feature demonstrations of EMERGE tools, including CEPIA and GREENADVISE, highlighting their role in supporting clean energy planning and policymaking processes.

The Policy Labs are part of the broader EMERGE Green Africa initiative, funded under Horizon Europe, which supports AU–EU cooperation on energy system modelling, clean energy planning, and sustainable transition strategies across African pilot regions.

Within the consortium, ESEIA (European Sustainable Energy Innovation Alliance) contributes to the coordination and communication of the Policy Lab activities together with project partners hosting the activities.

1st EMERGE Policy Lab – Mali

27 May 2026 | Online | Hosts: ECREEE and AfriLabs

The first EMERGE Policy Lab will focus on Mali and will be organised online on 27 May 2026 by ECREEE and AfriLabs. The event will bring together stakeholders to discuss policy priorities and enabling conditions for clean energy transition in the Mali pilot context.

The programme includes discussions on current energy sector challenges and ongoing reforms, alongside demonstrations of EMERGE tools developed to support policymaking, planning, regulation, and investment decisions. Interactive sessions will allow participants to validate recommendations, identify implementation barriers, and discuss priorities for future action.

The discussions will address themes such as:

• regulation and governance;
• investment and market incentives;
• energy access and inclusiveness;
• and decentralised energy systems.

2nd EMERGE Policy Lab – Mozambique

10 June 2026 | Online | Host: UEM

The second EMERGE Policy Lab will take place online on 10 June 2026 and will focus on Mozambique. Hosted by Universidade Eduardo Mondlane (UEM), the event will explore policy approaches and stakeholder perspectives related to energy access, investment frameworks, grid integration, and decentralised energy solutions.

Participants will engage in interactive policy validation exercises and discussions around recommendations developed through the EMERGE project activities. The event will also include presentations of modelling and decision-support tools designed to support clean energy planning and policymaking processes.

The Mozambique Policy Lab aims to encourage dialogue between policymakers, researchers, private sector actors, and civil society representatives while supporting the development of practical and locally relevant transition pathways.

3rd EMERGE Policy Lab – Morocco

24–25 June 2026 | Oujda, Morocco | Host: UMP

The third EMERGE Policy Lab will be organised in Oujda, Morocco, in connection with the second AU–AU Study Visit hosted by Mohamed First University (UMP). The two-day event will combine policy dialogue sessions, technical presentations, collaborative workshops, and industrial site visits.

The programme includes discussions on energy transition scenarios, renewable energy integration, grid-related challenges, and innovation in policymaking. Participants will also take part in co-creation activities focused on identifying and assessing solutions relevant to the EMERGE pilot sites in Morocco, Mali, and Mozambique.

In addition to the policy discussions, the event will include visits to several industrial and research facilities, including the Rapid Prototyping Center, APTIV Manufacturing, HIRSHMANN Manufacturing, and the AEOLON Manufacturing plant in Nador.

Through these Policy Labs, the EMERGE project aims to strengthen collaboration between African and European stakeholders while supporting inclusive, data-informed, and locally grounded approaches to clean energy transition across the pilot regions.
